Timescale of the Works

Bellway indicated that this was a 2 year project that was due to finish in May 2009. 

 

Planning Conditions

The Chair advised that the Town Council had a copy of the planning permission and were aware of the planning conditions attached to this permission.

 

Lorry Movements

There was general consensus to the proposed route of lorry traffic via Northchurch.  and that it was correct not to send lorries through the town centre.  Local residents noted a cement mixer going through town and ignoring the sign that Bellway have place at the top of Stag Lane.  It was agreed that residents would report any illegal lorry movements with the registration number to Brian Varley. 

 

Initial Works

Bellway indicated that a hording is to be erected once the sub-structure works are complete.  DW reported dust nuisance.  Bellway advised that a dust suppression machine is now in place.   

MR was concerned about the location of the site compound.  Bellway advised that this is a temporary location and that the compound is to be relocated to the centre of the site.  

Issues were raised about whether the river culvert would remain during construction works in order to minimise potential river pollution.  Bellway advised that the culvert is to be kept in place as long as possible for this reason.  

A site notice board is to be mounted at the site by Bellway to inform local residents of any key issues. 

Portholes are to be provided in the hording to be erected around the site to enable local residents to view progress at the site. 

There was concern that contractor vehicles would be parked off site.  Bellway confirmed that these vehicles are to be parked on site and that adequate on-site parking will be provided for contractor vehicles. 

The question was raised about night time security.  Bellway advised that overnight security at the site is not proposed but the matter will be reviewed if there is evidence of night time disturbances.

 

Future Meetings

It was agreed that the meetings will be held on a monthly basis in the afternoon where possible.  An agenda is to be sent out prior to the meeting by the Town Council. 

 

Administrative Arrangements

Until a telephone line is established at the site office, Brian Varley will act as a point of contact for the interim period (Tel: 07855 337043).  An out of hours phone number is available for any disturbance or activities at the site outside office hours (Tel: 0845 002 0061).

 

The Clerk of the Town Council is to be copied in on any correspondence from Bellway to local residents.
